Student PIC while receiving Dual Instruction

Student Pilot
As a student pilot receiving dual training with a CFI, can I log PIC?? It appears the answer is YES, per FAR 61.51 (e)(iv)(D)(4). Is this true, with the CFI entering and certifying my logbook?
However, the document below references that student pilots have no rating yet, and would not qualify with PIC under FAR 61.51 (e)(1)(i).
