What is an ILS Localizer serving an enroute ATC function?

I am studying for the written test of IR. Referring to the JEPPESEN TEXTBOOK, page 5-6, I found the note “the ILS Localizer symbol is used in the FAA Enroute Chart, only when it serves an enroute function.” I understand the ILS Localizer is used in landing. What is it like that ILS is used as a fix or intersection?
e.g. the ILS of KLAX is symbolized while KLGB is not. Looking at approach chart for ILS or LOC RWY 30 of KLGB, I found it is indicated in the box. It doesn’t mean using as an intersection or fix?
