What is an ILS Localizer serving an enroute ATC function?

I am studying for the written test of IR.  Referring to the JEPPESEN TEXTBOOK, page 5-6, I found the note “the ILS Localizer symbol is used in the FAA Enroute Chart, only when it serves an enroute function.”  I understand the ILS Localizer is used in landing.  What is it like that  ILS is used as a fix or intersection?

e.g. the ILS of KLAX is symbolized while KLGB is not.  Looking at approach chart for ILS or LOC RWY 30 of KLGB, I found it is indicated in the box.  It doesn’t mean using as an intersection or fix?

    Sometimes a Localizer will be used to help identify a fix on the low enroute chart. If this is the case, the Localizer information box must be shown so that the pilot can properly tune the Localizer frequency.

    An example is “BRUUK” intersection, north of MTJ.

    BRUUK is on V484 but can only be identified by crossing the I-MTJ localizer.

    Similary, the I-GJT localizer is used to identify three enroute fixes, LOMMA, MACKS and WINDO, although those can also be identified with DME:

    Good explanation by Russ, but in terms of this part of your question, it may be somewhat obvious but:

    If it is has an enroute function, it will be depicted on the enroute chart.

    Russ and Mark,
    Thank you for your answers.

    So is my understanding correct? An localizer which has a strong signal enough to reach in an enroute altitude may be used to identify our position en route, and depicted by the symbol on an Enroute Chart. Meanwhile, a localizer which has weaker signal is only used for an approach which is not depicted as the symbol on an Enroute Chart. This makes sense to me.

    Also I want to verify that in this case, “an enroute function” means identifying our position enroute.
