Fly this approach without DME?

ILS RWY 14, Dalton GA

Can this approach be flown without DME if CHOO CHOO VOR is used as the IAF? underneath CHOO CHOO, it says DME or RNAV or RADAR required. So if ATC can call the ROLTE and EWADA radar fixes for me, am I okay to shoot the approach? It's confusing because in the notes section, it says simultaneous DME and localizer reception is required. Does that mean I Must have DME, or that "if I'm using DME, i need to receive both at the same time?"

    You have options. At bare minimum, you need a means of determining the IF, FAF, and the MAP if flying the localizer only procedure. That can be accomplished using DME as long as you can simultaneously receive the localizer. The IF and FAF can be identified by radar, but not the MAP, so if you are flying the localizer only version, you have to use the timing table provided. GPS can substitute for the DME, so if you have a GPS you should be able to fly the approach without DME and in a non radar environment. GPS can also be used from the IAF COMAR.
