Fly this approach without DME?

Can this approach be flown without DME if CHOO CHOO VOR is used as the IAF? underneath CHOO CHOO, it says DME or RNAV or RADAR required. So if ATC can call the ROLTE and EWADA radar fixes for me, am I okay to shoot the approach? It's confusing because in the notes section, it says simultaneous DME and localizer reception is required. Does that mean I Must have DME, or that "if I'm using DME, i need to receive both at the same time?"
