Mandatory call-outs implies it is required by regulation. In the non-towered pattern, even having a radio is not required. Self announcing ones position is helpful to coordinate with other pilots while in the pattern and contributes to safety, but it is not mandated. Over use of the call out while on the CTAF can be a safety issue if superfluous use of the frequency blocks legitimate safety related self announcing. So I would recommend not using unneeded call outs, particularly when the pattern begins to fill up. Ones on my list to eliminate would be ground position movements except when needing to announce a taxi back on the runway. Calling clear of the runway is a judgement call and in most cases it just clogs the frequency. Calling short final after having called turning final is also not usually needed and the more congested the pattern, the more likely you are tying up the frequency. My advice is to keep your call outs short and don’t over do it.
