IFR flying

I am currently i private pilot and i was just wondering when flying IFR can you only fly on Victor airways?

    Depending on your onboard navigation equipment, you can fly off airways, for example with an IFR approved GPS.  You may also fly off airways when on radar vectors and when within the service volume of  a VOR, NDB, etc.  In certain parts of the country, IFR routes will use airways for most navigation, whereas in others, you may be able to fly GPS direct.  If you do use GPS, it must be IFR approved and no portable GPS units are IFR approved.
