Best school in LA area for foreign student

Hello, I am French, I will be going to LA next year for 4 months hollidays, during which I will concentrate mostly on learning to fly. I hope to get my PPL and later a commercial license as well. I will be studying about 5 days a week every week. Having said that,

a) how much should I prepare financially for my PPL? (including books and any other costs)

b) Will I be able to fly elsewehre in the world?

c) What is the best school in LA area? (I will be staying in zip code 90035)

This is a long time dream of mine, so I want to make it perfect. I am very dedicated.

    A) In Connecticut you could expect about $10k USD (L.A. maybe more IDK)
    B) Yes, either using the FAA license or by using the FAA license to get a ‘transfer’ to another country that recognizes the FAA license, for example, Canada. If you are planning on flying for hire from within’ another country you probably need to get a license in that country. But if you are just flying through from the United States your US license is probably just fine if its an ICAO participating country.
    C) Its not just the school, you want a good instructor that is eager to teach you and not just out there to build time at your expense.
