    Clearance delivery is contacted to receive IFR clearance or VFR departure instructions.  You would do this after listening to the ATIS and before contacting ground for your taxi clearance.  Many people listen to ATIS and talk to clearance delivery before even starting the engine(s), but that is a matter of pilot’s choice, unless the ATIS states to “contact clearance deliver before engine start” or something along those lines. 
     
    You never call clearance delivery if you are inbound for landing.  In this case, your first call is to approach after listening to the ATIS.
