Constant Speed Propellor

I can’t seem to find an answer the this anywhere. In airplanes with constant speed propellors, why does the governor only work at higher RPM’s?

    There is a low pitch stop on the prop. At lower RPMs and power, the prop is usually at the low pitch stop and acts more as a fixed pitch propeller.

    One reason that the governor may only work at higher RPMs is because the engine needs to be operating at a certain level in order for the governor to function properly. At lower RPMs, there may not be sufficient power being generated by the engine to drive the propellers at the desired speed, so the governor may not be able to maintain the desired constant speed. Additionally, the governor may be designed to only engage at certain RPMs in order to optimize the performance of the engine and propellers.
