Converting from 141 to 61 for CPL

 I have a foreign student who wants to convert form part 141 to 61 for his commercial pilot. Will that be a problem for him? or continue 61.

Is there any document that I can refer to?

    Only if he wants or needs the benefits that come from a Part 141 approved school. For example, if he is using the GI Bill for benefits, they will not pay for Part 61 training. If the school has a reduction from the minimums of Part 61 that he needs, he would lose that by leaving the Part 141 system.

    However, there is no reason why a Part 61 program cannot be as well organized and professional as a Part 141 program. It all depends on the operators and to judge that requires knowledge of the specific schools.
