PIC XC time vs Instructional XC Time

I am working on my commercial rating, and I have 49.6 hours of xc time.  When I was getting my private, I had 4.6 hours of XC training that were not solo.  Since then, I have built many hours of xc, some with instructor and some solo.  My question is, does the xc time with instructor count as PIC XC time because I had my PPL when doing it?

    Yes. Your post PPL cross country time as the sole manipulator of the controls in an airplane you are rated (such as Airplane Single Engine Land) for counts as PIC cross country time.
