    You need to meet in person with whoever would certify your Student pilot certificate and show your picture ID. Anyone who would certify your Student pilot certificate without meeting you in person would be falsifying the record and would be subject to having all certificates revoked.

    I know this is not the answer you want to hear, but this is the way it is.
