When the 180HP engine was installed, it required an STC. The STC should have come with an AFMS with any new limitations and operating information. Most likely, the performance sections would have been updated as well, but probably only indicated that the performance would be the same or better. You should obtain the STC number for the engine conversion and get a copy of the AFMS. The M model does not require a POH to be legal, only the 1979 and later C172 require a POH. C172 prior to that year only require the appropriate placards called for in the TCDS. You can download the TCDS from
    https://rgl.faa.gov/Regulatory_and_Guidance_Library/rgMakeModel.nsf/0/814b2fb4dc1615008625871e005ed037/$FILE/3A12_Rev86.pdf

Things such as the stall speed and operating limitations are not likely to have been changed with the STC other than engine related items. If the STC provides a W&B limits change, this should be covered in the STC AFMS. If performance information is not available, you can look for a similar engine and performance in a 180 HP Cutlass version of the aircraft, ideally with the same engine, and use it for flight planning.

Regardless, a POH is not required. FAR references: 21.5, 23.2620, 91.9
