Class E Control Area?

Does anyone know what a class E control area is?  This (screenshot linked below) showed up on a recent flight.  We thought it might indicate that ONLY the altitude range shown was class E rather than starting at 1200' AGL, but this doesn't make sense since there's some surface class E inside it.

We also wondered if it may be related to radar coverage.  I did get let go from flight following somewhere around here along the coast.

It shows up exactly the same as bravo in ForeFlight's profile view.  It also isn't part of the actual sectional--it only shows up when the Aeronautical layer is turned on (though it's shown in the profile view regardless).

    I’m not sure how to resolve…I seem to be able to access it from a browser with no credentials saved.

    If it’s easier to see on your end, the control area I highlighted in the screenshot is 1486L.
