Question about Altitude on a VOR Approach with a Procedure Turn

Looking at the VOR 25 approach to KSFM, I am wondering when I can descend to 1700.  Is it as soon as I cross ENE outbound?  Or do I need to remain at 2000 until I turn inbound?

    You cross ENE at or above 2000 the first time. You can then descend to 2000 as you fly outbound and do your procedure turn. Once you are “established” inbound on the R-081 you can descend to 1700 to cross ENE the second time. “Established” is not defined for Part 91, but I generally use “within half scale deflection and pointed the right way (i.e. heading 261) as my cue to descend.
