I fly a N numbered aircraft in a foreign country.  I am wondering if I need that foreign nations License to operate that aircraft within that country.

    No. Not required.

In general, you can fly your ‘own’ state’s aircraft, with that same pilot’s certificate anywhere in the world…

    But be careful:
…in case of commercial operations, additional approvals may be required
…as a European, owning an N, based in Europe (they have some funny ideas)
…in case of ramp check, to make sure you have all necessary documents.

Apart from the usual documents, remember you need an FCC permit for international operations.
