IFR flight planning using T Routes and Victor airways

A 'T' route is nearby a Class C airport. The Victor airway's MEA SE is 9,500  that leads from that airport's VOR. (see BOI). If a pilot was departing there, what would be the Route to file to avoid having to fly 11,000 and get the lower altitude of the T Route?

More easily put: How would you file the most expedient, lowest altitudes from KBOI to KBYI using Waas GPS? Thank you in advance!

    Well, it looks like ATC has been clearing flight direct or via ROARR as low as 7,000 (guessing their MVA?) but if I wanted to stay low via ATS routes, a cursory look tells me there are a few choices.

    Purely T route: KBOI ADEXE T302 TOXEE KBYI
    With no off airway segments other than the initial join, Combo T and V: KBOI ADEXE T302 ALKAL V4 KBYI
