Revisions of 23.149 – Vmc certification criteria

Hey folks - in prep for a multi engine add-on checkride, I’m curious to understand the Vmc (min control airspeed) regulations in place when my aircraft was certified.  The POH gives some insight into the parameters used, for example weight was not a factor.  Does anyone know if there is an archive on the interwebs of old regulations?  Baron B55, Oct 1978 certificate

    Keep in mind that certification would go back to the ORIGINAL Baron type certificate and not the specific model that you’re flying. The Baron was originally certified in 1961 (according to AvWeb) so that’s the era of regulations you’d be concerned with. So, the Baron would have been type certificated under Civil Air Regulations (CAR) Part 3 (the precursor to Part 23). Section 3.111 addressed Minimum Control Speed and provided the parameters:

    (1) Take-off or maximum available power on all engines
    (2) Rearmost center of gravity
    (3) Flaps in take-off position
    (4) Landing gear retracted

    I believe CAR 3 was replaced by FAR Part 23 in 1965.

    It lists 5 revisions of 23.149 back to 1965.
