I don't understand... this meaning of off route VOR?

Off route meaning is .... the far away from the vor?.....

    Just means the VOR is not part of (“off”) the route you are using to navigate. A common example is a VOR used to identify an intersection.

    Use your EFB, Skyvector or whatever to look at V339 between FLM and AZQ VORs. About 30 nm northwest of AZQ, you will see TRENT intersection. TRENT is defined by V339 and the 239 Radial from ECB VOR. ECB is an off-route VOR.
