Expired CAA CPL/IR to FAA licence?

Hello CFIs.

A two part question for your hive mind. 

1. I have a JAA (ICAO) CPL/IR/ME (frizen ATPL) licence that expired around 10 ywars ago. From talking with various FAA CFIs, I understand I cannot use this expired licence as a basis for an FAA licence and I will need to complete the  FAA PPL, CPL and IR written and practical tests, but my hours, experience and previous training can be used to meet the training and experience requirements of 61.109 - can you confirm this is correct? 

2. Is it possible and/or practical for the FAA PPL and IR practical tests to be combined in a single test session instead of needing to schedule two separate test flight sessions?
