    As long as you are on a VFR flight, sure why not? It’s wise to have a backup, but there’s nothing saying you can’t use that – that’s what they are for.

    Yes if you are operating under VFR, no if you are operating under IFR. You can use a portable or VFR GPS as supplemental information and situational awareness under IFR, but they are not approved for IFR navigation. For IFR, you must be navigating with equipment that meets 91.205(d)(2) which says: “Two-way radio communication and navigation equipment suitable for the route to be flown.” Generally, that means a VOR or a suitable RNAV system, and in some cases an ADF and/or a DME. It all depends on the route chosen and the approach flown.
