how do commercial airlines operate during TFR's.

are IFR aircraft exempt?

I see what appears to be normal operations in and out of LGR and JFK during VIP presidential TFR's

    The information describing who can operate during a TFR is contained in the TFR text itself

    It will depend on the reason for the TFR and as John wrote, the limitations will be described in the text of the TFR.

    In the case of the airlines (Part 121), the FAA has sufficient control over them to feel justified in allowing them to continue normal operations during a VIP visit.

    Other TFR’s might be for a forest fire or a major sporting event or a disaster of some kind. That will typically have an altitude limitation that doesn’t impact airline operation.

    I remember how chaotic things were after 9/11 and the TFR’s had many changes. AOPA describes them here:
