I can’t speak to what the Canadians might require except to say there is more reciprocity between Canada and the USA than any other country and the USA.

You will need a U.S. pilot certificate to fly in the United States. Getting one based on a foreign license was never easy and it has gotten worse since 9/11. The procedure is described in this publication:

    http://fsims.faa.gov/wdocs/8900.1/change%20history/editorial%20corrections/00_00_editupdate(fy10-01).htm

    beginning around paragraph 5-593.

A private pilot certificate is the least difficult to obtain based on a foreign pilot license, but even that isn’t easy. The first stumbling block is that Bolivia has to validate to the United States that your Bolivian pilot license is and medical are valid. Sometimes that is a long delay. Some countries just don’t do it and pilots from those countries have no option but to go through the process of obtaining a U.S. certificate by the same standards as a new American would.

If you want to be authorized for IFR, that will require passing a knowledge test (computer based written test).

If you want to be authorized for commercial privileges, you have to take a different instrument knowledge test, a practical test (check ride) for instruments, then you have to apply for a commercial certificate through the same process as an American would.

My advice would be that if you want to just fly as a VFR private pilot in the United States, to start the validation process. Here is information on how to do that:

    https://www.faa.gov/licenses_certificates/airmen_certification/foreign_license_verification/

What I don’t know is if you can have a validated Bolivian pilot license and take a U.S. medical if your Bolivian medical is not current. However, you can send an email to the part of the FAA that does the validation and ask them. Their email address is:

    9-AMC-AFS760-Airmen@faa.gov

If you want to fly IFR or commercially, I believe your best bet would be to contact one of the many flight schools that does a lot of foreign pilots. They are knowledgeable on the process and will help you through the confusing steps.
