ATC area of responsibility

I'm trying to find the regulation/manual that covers the area of responsibility for the different sections of ATC. What part of the airport does ground control vs tower etc.

    Order 7110.65X. The latest version includes updates 1, 2, and 3 can be downloaded at http://www.faa.gov/documentLibrary/media/Order/7110.65X_w_CHG1_CHG2_and_CHG_3.pdf

    It is often referred to as the controller bible and is the order that dictates how controllers do their job.

    I’ve looked through the JO 7110.65, but it doesn’t explain the specific areas of responsibility. All it does is give the generic responsibilities of ATC as whole.

    There is no “regulation” which assigns the duties of Ground vs Tower at a towered airport. In theory there doesn’t have to be any. Local (which we call “tower”), Ground, and Clearance Delivery (ATIS too) are just decisions of labor within a tower facility.

    In practice, there are towered airports with no CD or no ATIS. Even at ones with all of them, there are quiet times where the ATIS broadcast will inform you that “all tower services are on” a single frequency.
