Assumptions:    

  • assigned IAF: MGM
  • full approach flown, no radar vectors

I have the following questions:

  • When flying on MGM R168, am I supposed to start my left turn to intersect the localizer when intersecting LBRG-090?
  • After intersecting the localizer, should I fly the hold in lieu (once) before flying the final segment of the approach? If not, what are the criteria to decide if the hold in lieu should be flown, when approaching from other directions?
  • The MEA on MGM Rad 168 is 2,600 ft. Where should I descend to 2,100 ft? And to 1,900 ft?

    This procedure does not use current FAA charting standards. The LBRG-090 stands for lead bearing 090 and is intended to mark the point at which the pilot is expected to begin the turn towards intercepting the localizer. Until established on the localizer, the minimum altitude is 2600 MSL. After established on the localizer, the segment between MAKEY and BLOOD is charted as 1900 MSL in the plan view and I would descend to 1900 MSL to intercept the GS. What would be expected from the MGM IAF and the RUTEL (MVC IAF) would be to coded as NoPT legs if they were following current charting standards. Joining at either IAF TOI NDB (BLOOD) or BANBI feeder to IAF TOI NDB (BLOOD), the hold would be used at 2100 feet to get aligned with the final approach course and once inbound, one would descend to 1900 feet to intercept the GS.

    I am guessing the military generated this chart and the procedure and followed its own charting standards, which IMHO are sub standard.
