Yes, but you must file an IFR flightplan or a DVFR flightplan. A DVFR flightplan is a VFR flightplan that meets the requirements of FAR 99. I would file a VFR flightplan and in the remarks include DVFR. The AIM describes the requirements in section 5-6-4. Essentially, the aircraft must have and use a transponder with mode C and have two way radio. You must file, activate, and close a VFR flightplan. You will contact FSS via radio and be assigned a transponder code when you open/activate your VFR flightplan prior to entering the ADIZ and you are required to depart within 5 minutes of your ETD. Talking to NORAD at Sun N Fun, they really are most interested in inbound penetrations of the ADIZ. Do what ever the local FSS says to do.

The DVFR plan is without a doubt the best bet. With it you don’t run the risk of there being any issue whats so ever. However I have also flown to the Keys multiple times without filing a flight plan and ATC clearing me direct at some points. I then verified that I can cross the ADIZ and they confirmed. However with a DVFR on file and activated you are 100% safe.
