Is it illegal for me to record a video in  VMC on an IFR flight plan under part 91 operation. (Non commercial)

    Nothing illegal at all. What makes you think there is?

    “91.21(b) Paragraph (a) of this section does not apply to—

    “(5) Any other portable electronic device that the operator of the aircraft has determined will not cause interference with the navigation or communication system of the aircraft on which it is to be used.”

    is the key. It also applies to your tablet if you use one in flight. So long as you confirm it does not affect nav and com capability, no problem.

    Have you been to YouTube? Plenty of IFR flights, including approaches to minimums in actual IFR conditions by numerous operators, some of whom have been looked at by the FAA (for things other than there being a camera).
