NOTAM for IAP has DA’s and MDA as NA

There is a NOTAM for KPUJ that seems to eliminate using most DAs or MDAs for RNAV 13.  As I read it the only thing I think I can use is Circling MDA although I don't want to circle to land, just straight in.  Maybe I am reading it incorrect. Would appreciate another set of eyes to see if I am reading correctly. and if you have any ideas why this limitation.

    You can use the circle to land minimums and circle to either 13 or 31. You should not commence a descent below the circling minimums until inside the circling area and stay within the circling area during the maneuver. If too high to descend into the runway straight-in, overfly runway 13 and enter the standard pattern from overhead.
