Turning from a Victor airway onto another with no intersection symbol

On the Los Angeles IFR area chart, V21 and V25 intersect southwest of Seal Beach (SLI) VOR. However, there is no triangle marked at their intersection. Would a turn from V25 southeast bound from FERMY onto V25 southwest bound be an approved procedure? If not, what symbol(s) would indicate that the turn is approved?

    A fix is not required. For example, there is a TEC route from Boston southern satellite airports to Baltimore which is (1) V268 HTO CCC V16 V44 V268. The transitions between V16/V44 and V44/V268 have no fixes.
