GPS in lieu of VOR with Garmin 420 WAAS

My Cessna 182 has a panel mounted Garmin 420 WAAS, just like the 430W but without the VOR/LOC/ILS capability.  There is no VOR nor ILS installed.  I do have a hand-held radio capable of receiving of VOR/LOC/ILS and it works quite well.  However, can I use the Garmin 420W to fly a VOR approach in lieu of using the actual VOR.  The AIM seems to say you have to have  a VOR receiver regardless but does not specify a panel mounted requirement.

    You must have a panel mounted, operational VOR receiver. Additionally, it must be checked every 30 days. AIM 1-2-3 (c)NOTE 5 does allow you to use your GPS as long as the ground-based navigation aid is monitored (could be a bearing pointer). No handheld GPS, iPad, or VOR receiver is allowed for navigation.
