Substitute Suitable RNAV system for Inop Radar on approach

Assuming my aircraft's navigation equipment is a "Qualified/Suitable RNAV System" as defined by AC 90-108, is it legal for me to fly the LDA Y Rwy 19 IAP to DCA  with ATC Radar out of service?  Here is the approach plate in question:

    No, radar is required to join the approach as their are no transitions and there isn’t an IAF. Plus this is inside the FRZ and one requires special TSA permission to fly into the airport. I suspect if there is an ATC radar outage in DC, they will shut down the airspace. One way or the other, I suspect the military will still have radar to guard the DC area,
