KFNL VOR-A, Why isn’t it VOR/DME-A?

Why isn't the KFNL VOR-A approach the "VOR/DME-A" approach? The final approach fix and missed approach fix can only be identified by VOR and DME. It isn't a timed approach. There aren't cross-radials anywhere. "DME Required" is in the notes section, but because the final approach fix and missed approach fix requires DME, doesn't that mean the approach title should be "VOR/DME"?
