NDB Permanently Out??

At KCEU the NDB is out of service permanently since 2017 but the FAA continues to publish the NDB 25 Approach which leads to the obvious question;  'WHY publish the approach'?

    It is NOTAM NA. An approach is an FAA regulation and any change requires the regulatory process to be followed. It is slated to be canceled. The last date for public comments was May 25, 2018. From there, any public comments need to be addressed and finally it needs to become a final rule with an effective date. Publication of procedures is usually on a 56 day cycle, although some changes occur on a 28 day cycle.

    So the published chart will be gone when the regulatory process is completed and the next publishing date is reached. In the mean time, the procedure is NOTAM’ed Not Authorized. Nothing happens fast in the regulatory world.
