91.207 ELT requirement exceptions re: training flights

91.207 requires an aircraft be equipped with an emergency locator transmitter, with certain exceptions.  Subparagraph (f) (3) states this requirement does not apply to "Aircraft while engaged in training operations conducted entirely within a 50-nautical mile radius of the airport from which such local flight operations began."

 

My question is, does this apply only to dual flights with a student and instructor on board?  Or does this also apply to student solo flights that remain local or otherwise within the 50 NM limit?  I'm not entirely sure what the FAA definition of a training operation is in this regard.

    The FAA defined the term “training time” in 61.1, but did not define training operation. 61.109 describes flight experience requirements for a private pilot and uses the wording: “must log at least 40 hours of flight time that includes at least 20 hours of flight training from an authorized instructor and 10 hours of solo flight training in the areas of operation listed in Sec. 61.107(b)(1) of this part”. So I conclude they mean both time with an instructor and solo time. It would be impractical to operate any other way, as it would make no sense to have some training aircraft without an ELT that could only be used with instructors on board and other airplanes that had to be used for solo flights.
