Can a safety pilot log any time while acting as such, durning practice approaches?

    If I am not mistaken, both pilots can log PIC time. I’m far from an expert on the matter however.

    What the safety pilot can log depends on who agrees to act as PIC during the simulated instrument portion of the flight. If the pilot flying acts as PIC then the safety pilot can only log SIC. If the safety pilot agrees to act as PIC then both the pilot flying and the safety pilot can log PIC. Search for the FAA Chief Counsel’s Trussell interpretation, they spell this out pretty clearly.
