I've read that a non-RVSM approved aircraft cannot operate in RVSM airspace. But it seems like there is an exception for "state" aircraft which are non-RVSM. What is a State aircraft? Do they mean military and govt operated aircrafts? Plus if an aircraft has an emergency and needs to divert to an airfield, but requires to climb above FL290 (to keep fuel in safe limits) and is non-RVSM apporved. Will the ATC clear it above 290?
