RNAV Non-Compulsory Position Reporting Points

What is the logic used for selecting the locations of non-compulsory reporting points shown on the IFR Low Altitude Charts? For instance, AXXEE and AIRRE, to mention a couple of them north-east of Dallas.  How do the controllers use these points?
