Last time I flew into other airport that has an ILS and on my foreflight NOTAM, it showed a text 'ILS NOT MONITOR, MONITORING...'
I asked controller if the NOTAMed ILS is effective, he was unsure.
I know ILS must be monitored and has three different categories, but if you see anything similar to above text, are we allowed to fly?
FAA seems silent on this issue because we are not really forbidden to fly the NOTAMed ILS..
