Why are there MOCA on segments farther than 22 nm from VOR?

I've seen MOCA father away from the VOR than the 22 miles. For example, West of TRM on V64 between Hemet and Peris. There is an MEA 11000 East and 10000 West and MOCA 6600.  My understanding is MOCA would only be used when within 22 nm of VOR. Can someone please explain this?

    I’ve already read 91.177 as well. It does not clear this confusion for me. Might it be that there are moca beyond 22 nm because there are cases when a signal can still be received for these moca segments beyond 22nm, thus the moca at the lower altitude is available?

    MOCA assures the VOR reception when within 22 NM of the VOR. So one can\’t count on VOR reception when more than 22 NM of the VOR. Just because you can\’t count on VOR reception, does not mean you can\’t use another means of navigation such as a GPS.
