    66HIT is required to act as PIC of an aircraft operating under IFR. So if you’re operating VFR, then no, it’s not needed to fly an instrument procedure. Reference 14 CFR 61.57(c)

    The rule is pretty simple and straightforward. One my not operate as PIC under instrument flight rules – that means in less than VMC or on an IFR clearance, regardless of the weather – without being instrument current.

    So, the answer depends on what you mean:

    If you are asking whether you can accept an IFR clearance to fly an instrument procedure in clear weather, the answer is “no.”

    If you are asking whether you can ask to do a practice approach or practice another instrument procedure while maintaining VFR at all times, the answer is “yes.”

    Yes, you can go up and follow the routes and procedures of an instrument approach while not current for 66HIT provided (1) you are in VMC, (2) you are not under the hood and have a clear and unobstructed view out the window to fly visually, and (3) you’re not on an IFR flight plan. Also, if you’re doing enroute or cross country stuff, you’d have to fly at a VFR altitude, not an IFR altitude. Basically everything would have to follow VFR procedures, and you could practice anything from IFR flying that doesn’t require you to get an IFR clearance.

    Note that if it’s been 12 months since you were last current under 66HIT, so you’ve passed the 6 months where you can go up in actual IFR and you’ve passed the 6 months where you can go up with a safety pilot while you’re under the hood, you can no longer fly under the hood even with a safety pilot and instead would have to get a full IPC with an instructor.
