I am unaware of anyone who has an approved course as you describe it under Part 141. There are also no provisions for this in Part 61.

These are two separate skill sets. The instructor practical test is not just a Commercial test flown from the other pilot seat.

The Commercial test is all about flying. The Instructor test is about being able to teach (sometimes while demonstrating a maneuver at the same time).

It is required that one have a Commercial pilot certificate in order to be eligible to take the Instructor practical test. So, you would still need to take two practical tests, even if you were able to train for both certificates simultaneously.

I am teaching a MEI candidate right now. He came to us with Comm/Instrument-Heli, private/instrument-airplane.

We did ME-airplane commercial add-on and are now working on MEI.

This is all part 61 and completed in blocks.
