How to identify a joint use airport from a sectional or low-enroute chart

Occasionally I come across airports that appear to to military. Example KHUA. It is labled Redstone AAF, but if you look in Foreflight  it would lead me to believe it is dual use. However if I look on the FAA website for joint civilian/military use airport, KHUA does not show up. Is there a quick way from a VFR or IFR low chart to identify a field that permits dual use?

    I guess I asked a question that is either too hard or too easy or garners no interest. The best I’ve been able to find out from my research is the the AF/D will list a controlling agency if the airfield is not public. However I’ve found some airfields that don’t show up on the AF/D (at least the AF/D that Foreflight provides).
    The FAA website may be the most accurate way to determine. I was primarily interested in knowing how a pilot can determine joint-use while in flight for a weather diversion or emergency. For emergency use, any runway will do and you can answer questions later if you land on a military base. For weather diversions the flight route should have been preplanned as much as possible and possible alternates identified and accessibility to those alternates previously determined.
