Part 91 Scenic Flights

I'm a private pilot with instrument rating and I want to start a scenic flight operation under Part 91 with a Letter of Authorization from the local FSDO.
Do I have to be a commercial pilot to fly the routes under Part 91 if I am not being paid to do the flying? The customer pays the amount for the scenic flight, and that money goes to paying for the expense of the airplane and other business expenses, but I would not be compensated for flying the airplane. Is this legal?
