14 CFR 119.23 clearly says that private carriage operations for compensation or hire require that you operate in accordance with part 135.
Other information (for example, the Ferris letter of interpretation) seems to imply that if a guy owns a plane, a commercial pilot can fly this guy around in his plane for compensation/hire, only providing piloting services.
Would you need a part 135 operating certificate to do this or no? 119.23 seems to indicate yes.
