Civilian training for a military rated pilot

Can a civilian CFI give flight training and endorse a military rated pilot for solo flight(such as a 172 rental checkout) if the military pilot does not have a civilian license?

    If the military pilot does not have a FAA certificate, then the rules applying to student pilots are used. So, you can provide instruction and solo endorsements as you would any student. As far as rental checkout, at this point it would only apply for flight training and approved solo flight.

    The best way for this pilot to proceed would be through the military competency process where he takes the FAA Military Competency exam, fills out an IACRA application, submits his results, required documentation of experience to the FSDO and is issued a FAA Commercial Certificate (and CFI if qualified). Must be a military aviator in good standing (not a military student pilot).

    Not only can he be issued a Commercial certificate, but also an Instrument rating.

    The provisions apply to former military pilots as well as current military pilots.
