Low IFR Nav

I can file IFR using an off-airway segment only if it is less than 40 nm from a defining VOR; and yet there are airway segments between VORs that exceed 80 nm.  Someone clarify please?

    These are individually evaluated on a case by case basis for signal strength as well as co-channel interference, as well as flight checked. 40nm is the standard service volume of a VOR, but there are many exceptions to this standard.

    You can also use a GPS or suitable RNAV system for off airway legs up to 500 NM.
