There are two different kinds of licenses that are required for flying an N-numbered aircraft outside U.S. airspace.

First, the aircraft itself must have an “AC” radio station license issued by the FCC, which is valid for ten years.

Second, the person operating the radio station on the aircraft must have either an “RR” Restricted Radiotelephone operator license issued by the FCC, which is valid for the lifetime of the person holding the license if they are a U.S. permanent resident or U.S. citizen. Or, if you are not a permanent U.S. resident or U.S. citizen, you must apply for the “RL” license, that only allows you to operate just your “AC” license assigned to your aircraft and no others. The “RL” license is valid for ten years instead of for your entire life.

In both situations, you must have an FAA pilot’s license, or you have to have your local civil aviation authority provide a validation letter to the FAA so the FAA can issue you an FAA pilot’s license based on your foreign license.
