Dear sir my friend has CFI CFII and MEI if he want toestablish FAR61 flight school does he need paperwork and permission could you please give me abot the process thank you very muck best regards

    The FAA has no requirements for operating a flight school under part 61 of the regulations.

    You need a TSA certificate and will need a TSA approval for training foreign students. All these are things a CFI should know, however. No trying to sound rude, but CFI that doesn\’t know part 61 might want to think twice about starting a flight school.

    I think you are being unfair, Nibake. Being a flight instructor and running a business are two different things and somchanok asked a legitimate question about whether there are additional requirements. Commercial pilot certificates are also issued under Part 61 but I wouldn’t expect a commercial pilot to understand the issues surrounding obtaining and performing under a Part 135 certificate or even the details of obtaining a “simple” LOA for a domestic tour operation.

    Besides, while the FAA does not have any rules about Part 61 flight schools, that does not mean there isn’t other necessary paperwork or approvals. Tax issues, workers compensation for flight school employees and state licensing and other requirements are just a sample of what comes to mind.

    Anyone who thinks that TSA requirements are found in 14 CFR Part 61, has not done a very good job of reading Part 61.

    TSA requirements for Flight Schools are found in 49 CFR Part 1552.
