Beaufort MOA – What is the bottom?

The Charlottte Sectional shows the Beaufort MOA starting at Hilton Head Airport (HXD) to the north.  Printed on the sectional in the left corner of the MOA area is the text "MOAs exclude the airspace 3000' and below". However, in the legend of the sectional the altitudes for the Beaufort MOA are given as 100 AGL to 10,000. So what is the bottom of the MOA? 3000' or 100'?

    The Beaufort 1 and 2 MOA’s have a floor of 100 feet except as noted inside the areas around KHXD where the floor is 3001 feet. It is roughly a 7 NM arc around KHXD that is cutout. See the magenta line delineating the two areas where the notes apply.
